Foreign Military Sales (FMS) -- Supporting Peace and Stability

LogiCore provides services in support of the US Government’s sales of arms, equipment, and services to friendly foreign governments. For the Counter-Rocket Artillery Mortar (C-RAM) Program Office Foreign Military Sales (FMS) and International program, LogiCore is a mission-critical partner responsible for managing the overall Logistics FMS program.

For the initial acquisition, LogiCore receives and provides input for the Letter of Request (LOR) from foreign customers for materiel and services. This includes providing the Security Assistance Management Directorate (SAMD) with analyses and recommendations regarding FMS cases based on the purchasing countries’ infrastructure and military capabilities. Our experts oversee the logistics price and availability information provided by the Program Office, and participate in preparing the FMS Letter of Offer and Acceptance (LOA), Letters of Instructions (LOI), Leases, and other Security Assistance (SA)/FMS documents.

LogiCore manages scheduling and delivery of requested services and material, repair parts, new equipment fielding, and training support equipment. Our employees assess and facilitate FMS Transportation and Transportability plans, and evaluate transportation modes, networks, and transportation cost estimates for moving the FMS materiel worldwide.

For training, we evaluate programs and identify deficiencies and assess the training/interface between foreign liaison officers and the US Government to ensure continuous process improvements. We also provide analyses of training cost and cost comparisons of training methods and strategies.

After delivery, the purchased equipment must also be supported with repair parts. LogiCore expedites supply requisition process(es) and total warehouse operations and conducts logistics support analyses regarding usage and stock levels. Also, we monitor item inventory and receipt, storage, and parts issuance to reduce equipment downtime. We participate in the physical inventory process and perform extensive research concerning misdirected or lost items, as well as research documents and reference files for discrepancies reported by the purchasing country.

We develop logistics and sustainment briefings to provide situational awareness to the Program Management Office (PMO), Department of the Army (DA) and international audiences.

LogiCore’s subject matter experts provide a total-package approach to FMS from the procurement process through pricing to delivery of materiel, services, support equipment, technical data, and program support.
