The Team Redstone 2009 Advance Planning Briefings for Industry (APBI) conference will be at the Von Braun Center (VBC) East Halls 1 and 2 in Huntsville, Alabama, providing a networking opportunity the evening of August 26 followed by the conference on August 27.
“The Army depends on the industrial sector, including large and small business, for most research and development services and nearly all materiel acquisition,” said Major General James R. Myles. “Consequently, it is advantageous to the Army to provide information that will help business maintain awareness of the prospective Army procurement and develop competitive postures in anticipation of those procurements.”
The conference’s theme this year will be “Supporting the Warfighter – Collaborating to Achieve Enterprise Success,” and it will provide current information to further the exchange of ideas with industry. Focusing on Army aviation and missile system support, the forum will assist team members in planning and preparing for these requirements.

CIWS – Providing Protection On Land and At Sea
An incoming missile or artillery poses a great threat to a military unit, both on land and at sea. The military must have a mechanism for identifying and destroying these hazards. LPWS obliterates incoming missiles in the air before they reach their targets.
Based on the original Close In Weapon System (CIWS), the Land-based Phalanx Weapon System (LPWS) provides the capabilities of the original CIWS in a more mobile form, and is operated by Joint Army/Navy Intercept Batteries in Iraq.
LogiCore Subject Matter Experts provide Integrated Logistics Support to the military for both LPWS and CIWS. Our services range from acting as Field Support Representatives and providing services, to resolving technical and logistical issues for the military in order to maintain operational readiness. Our ability to locate required parts, keep spares and replacement parts stocked at the appropriate levels, and to provide technical support directly impacts the LPWS’ operational capability to defend our Warfighters and their equipment against threats.

- Researched and provided a recommendation to make an in-theater LPWS fully mission capable using an existing part, thus eliminating the wait time needed to receive other parts and allowing the LPWS to become mission-capable and protect its assigned area
- Researched and provided recommendations on the required equipment and procedures to perform a depot-level (on-site) repair to an LPWS in Iraq. By eliminating the need to ship the LPWS to the United States for repair and back to Iraq, we increased the operational readiness of the unit and provided greater flexibility to the Warfighter
- Coordinated the delivery of the first Interactive Electronic Technical Manual (IETM) LPWS Operator and Field Maintenance Manuals to provide the Warfighter with information needed to repair this critical equipment in theater
- Developed procedures to reduce generators burning excess fuel due to running under their load capacities. This greatly improved overall performance as well as efficiency
- Conducted the inspection of and ensured the usage of the correct ammunition for Mission Readiness Live Fire Exercises to prevent waste and protect personnel from dangers associated with incorrect ammunition usage
- Assisted in developing the LPWS operator curriculum used to train equipment operators
- Assisted in the delivering of permanent LPWSs to a training command location. Permanent LPWSs at the training sites reduced a significant number of training days that are normally lost due to transportation of an LPWS to multiple training sites
- Performed as a Field Service Representative during Mission Readiness Exercises (MREs) while providing preventative and corrective maintenance and ensuring responsive logistics at the right time and location. Our successful performance of this mission resulted in all LPWSs being fully operational throughout the exercises

Foreign Military Sales (FMS) -- Supporting Peace and Stability
LogiCore provides services in support of the US Government’s sales of arms, equipment, and services to friendly foreign governments. For the Counter-Rocket Artillery Mortar (C-RAM) Program Office Foreign Military Sales (FMS) and International program, LogiCore is a mission-critical partner responsible for managing the overall Logistics FMS program.
For the initial acquisition, LogiCore receives and provides input for the Letter of Request (LOR) from foreign customers for materiel and services. This includes providing the Security Assistance Management Directorate (SAMD) with analyses and recommendations regarding FMS cases based on the purchasing countries’ infrastructure and military capabilities. Our experts oversee the logistics price and availability information provided by the Program Office, and participate in preparing the FMS Letter of Offer and Acceptance (LOA), Letters of Instructions (LOI), Leases, and other Security Assistance (SA)/FMS documents.
LogiCore manages scheduling and delivery of requested services and material, repair parts, new equipment fielding, and training support equipment. Our employees assess and facilitate FMS Transportation and Transportability plans, and evaluate transportation modes, networks, and transportation cost estimates for moving the FMS materiel worldwide.
For training, we evaluate programs and identify deficiencies and assess the training/interface between foreign liaison officers and the US Government to ensure continuous process improvements. We also provide analyses of training cost and cost comparisons of training methods and strategies.
After delivery, the purchased equipment must also be supported with repair parts. LogiCore expedites supply requisition process(es) and total warehouse operations and conducts logistics support analyses regarding usage and stock levels. Also, we monitor item inventory and receipt, storage, and parts issuance to reduce equipment downtime. We participate in the physical inventory process and perform extensive research concerning misdirected or lost items, as well as research documents and reference files for discrepancies reported by the purchasing country.
We develop logistics and sustainment briefings to provide situational awareness to the Program Management Office (PMO), Department of the Army (DA) and international audiences.
LogiCore’s subject matter experts provide a total-package approach to FMS from the procurement process through pricing to delivery of materiel, services, support equipment, technical data, and program support.

LogiCore Provides Core Depot Assessment (CDA) for OEM to Depot Transition Effort
For the Core Depot Assessment (CDA) of the AH-64D Block III Apache Longbow OEM (Original Equipment Manufacturer) to Depot Transition effort, LogiCore provides technical, logistical, cost, and data analysis. The CDA, as a part of a Business Case Analysis (BCA), will provide the Apache Program Management Office (PMO) the necessary data to establish repair capabilities at key depot facilities.
ITT-AES, who is the prime, and LogiCore are leveraging Depot Level Repairable (DLR) maintenance and repair hours from the legacy fleet (AH-64A, AH-64D BLI-BLII) and using this information to build accurate maintenance cost and repair data. In addition, LogiCore is working with OEMs to gather accurate Mean Time Between Failure (MTBF) and Mean Time To Repair (MTTR) data to assist in determining the number of Direct Labor Hours (DLH) that will be required to repair/overhaul these parts at depot facilities. To accomplish this effort, LogiCore is working with ITT-AES, depot facilities, and OEMs to ensure the data is accurate and all methodologies used meet DoD requirements and Army Regulations.

- Obtain MTBF and MTTR from OEMs such as Lockheed Martin and Boeing
- Obtain estimates from depot facilities (Tobyhanna, Letterkenny, Corpus Christi) on DLH
- Perform analysis on gathered OEM and Depot data and organize data using previously-determined methodology and tools
- Evaluate data for accuracy, completeness, and determine where legacy fleet data must be incorporated
- Develop specific reports for each area being studied within the CDA (AH-64D BLIII, Fire Control Radar, etc.)
- Apply DoD methodology and approved formulas to gathered data to develop Depot Maintenance Man Hours requirements
